The DRC rocked the mining and investment world last year by introducing sweeping changes to its mining code, which raised the fiscal obligations of miners to punitive levels. The president behind the changes, Joseph Kabila, faced a Christmas election that offered a glimmer of hope to the mining sector and its investor base.
